Submission of Dual Citizenship Application

The Sri Lanka High Commission in Canberra accepts applications for dual citizenship from Sri Lankan origin Australian citizens and Sri Lankan nationals living on permanent residence visas in Western Australia, Northern Territory, Australian Capital Territory, New Zealand, Papua New Guinea, Fiji and Vanuatu. Applicants who are residing in New South Wales and Queensland must submit their applications to the Consulate General of Sri Lanka in Sydney. Applicants who are residing in Victoria, South Australia and Tasmania must submit their applications to Consulate of Sri Lanka in Melbourne.

Dual Citizenship is applicable to;

A person whose citizenship of Sri Lanka has ceased under sections 19, 20 or 21 of the Citizenship Act No. 18 of 1948 or a person whose citizenship of Sri Lanka is likely to cease.

Resumption – Section 19(2) of the said Act makes provisions in respect of a person whose citizenship of Sri Lanka has ceased due to obtaining of citizenship in another country and who thereafter desires to resume the status of a citizen of Sri Lanka.

Or

Retention – Section 19(3) of the said Act makes provisions in respect of a person who is having a desire to obtain citizenship in another country, while intends to retain the citizenship of Sri Lanka.

Applications are accepted during consular hours from 9.30 am – 1.30pm on weekdays, by appointment. Please call 02-61983756 to make an appointment. When applicant is submitting application in person, Affidavit could be certified by the High Commission.

An application processing fee of AUD 35.00 is charged for each application
Instructions for applicants who are submitting their applications to High Commission in Canberra.

1. Instructions to fill the application.

To be completed in “BLOCK CAPITALS”.

a. Delete inapplicable word or words wherever * appears in the application.

b. Please mention “Not relevant” if particular information is not applicable.

c. Each member of the family has to submit a separate application along with 3 passport size colour photographs. Affix one of those photographs in the top right hand corner of the first page of the application.

d. Any applicant who belongs to one of the categories mentioned in section 1 of the application (A to G) can apply for dual citizenship. Please mark (√) in the relevant cage.

e. The statement in the application should be supported by an affidavit (page 6) made by the applicant before a justice of the peace or a Commissioner of Oaths

2. Documents required for Dual Citizenship.

a. Two photo copies of the duly filled application form and three passport size color photographs.

b. Original Birth Certificate of the applicant with two photo copies [If the applicant is a citizen of Sri Lanka by registration, the relevant original document with two photo copies. [Translations will not be accepted ]

c. If applicant is married, original Marriage Certificate with two photo copies [Translations will not be accepted]

3. An applicant submitting his/her application for Resumption [under section 19[2]

Following documents should be attached along with the documents mentioned in above 2

a. Original Foreign Citizenship Certificate with two photo copies.[ authenticated by DFAT]

b. Foreign Passport with copies of Bio data page and copies of Alteration and Observation pages.[authenticated by DFAT]

c. Original Australian National Police Clearance report not older than 3 months, with one photo copy

d. Previous Sri Lankan Passport, [if available] with two photo copies of Bio data page and copies of Alteration and Observation pages.

4. An applicant submitting his/her application for Retention, [[under section 19[3]]

Following document should attach along with the documents mentioned in above 2.

a. Current Sri Lanka Passport and two photo copies of Bio data page and copies of Alteration and Observation pages.

b. Permanent Residence Visa Certificate [Form283] with two photo copies or visa endorsement page of the Passport with photocopy [computer generated certificates are not accepted].

c. Original Australian National Police Clearance report not older than 3 months, with one photo copy

5. If Appling under age category [3.1][A]

Original Birth certificate and two photocopies

6. If applying under Professional category [3.2][B]

Applicant’s original Educational/Professional qualification certificates [minimum one year Diploma or higher] with two photo copies each. If the application is submitted under Professional category on qualification obtained in Australia, such educational/Professional certificates should be submitted with the authentication from the Department of Foreign Affairs and Trade Australia.[DFAT] Please note that authentication endorsement from the DFAT is required on a photo copy of the certificate: not on the original certificate. The High Commission charges the prescribed consular fee for attestation of above certificates. [AUD 35.00 per certificate]

7. If applying under Assets/Properties category [3.3][C]

Originals of the documentary proof of applicant’s assets [lands or other immovable properties in Sri Lanka worth more than Rs.2.5 million or above] with photocopies. Deeds, Valuation reports &title reports for the same should be attached.

8. If applying under fixed deposit of Rs.2.5 million or above category [3.4] D]
A confirmation letter from the Bank mentioning the deposit will not be withdrawn within a period of 3years.

9. If applying under fixed deposit of USD 25,000 or above category [3.5][E]

A confirmations letter from the bank mentioning the deposit will not be withdrawn within a period of 3 years.

10. If applying under Treasury Bond [TB] or Security Investment Account {SIA] valued at USD 25,000 and for a minimum 3 year period – category [3.6][F]

A certificate from the relevant authority confirming the investment will not be withdrawn prior to maturity.

11. If applying under the spouse or unmarried child under the age of 22 of the applicant-category [3.7][G]

Original marriage certificate with a photocopy[for spouse] , or original birth certificate of unmarried child born in Sri Lanka, with photocopy or a copy of the Citizenship certificate issued under section 5[2] of the Citizenship Act No. 18 of 1948 for unmarried child born outside Sri Lanka.

Please note; Applicants who are unable to submit their applications to the High Commission in person can forward their applications by post. Those applications must be duly certified with rubber stamp by the Sri Lanka Honorary Consul in Perth or in Wellington (NZ).

  • All applicants are requested to submit their applications with a covering letter providing full name of the applicant, postal address, contact numbers and email address. If required, applicants will be contacted through these contact details.

Applicants who forward their applications by post should send the consular fee of AUD 35.00 and the attestation fee of AUD 35.00 (per foreign document). Fees can be paid by through money order or bank draft drawn in favor of “Sri Lanka High Commission”. Stamped envelope with return postal address is also required for the purpose of sending the payment receipt and acknowledgement.
