Issuance of Driving License to Sri Lankans Abroad

How can apply?

  • Applying at our counter: You can submit your application by visiting us in person. Consular hours are Monday to Friday 9.30 am – 1.30 pm. Please check our website for any public holiday closure prior to visiting us.

It is mandatory for you to submit your current Driver’s License (unless lost or stolen) at the counter. It will be returned to the Motor Traffic Department, Sri Lanka with your application. For other supporting documents find the below details.

  • Submitting application via post:

All types of applications could be submitted via post with compliance to the following instructions:

1. Renewal of Driving License :

  1. Duly filled MTA 30/2 application (This application can be obtained from the Sri Lanka High Commission – Canberra and it should be filled ONLY in black ink) Please send your request for an application with confirmation of your postal address and telephone number to:  consular.canberra@mfa.gov.lk. – Special notes when filling out the application form
  2. Current Driving License issued by Department of Motor Traffic with a photo copy
  3. Medical Certificate: This can be accepted in the form of a letter from a medical practitioner in the respective country, stating that the applicant is mentally and physically fit to drive. The letter must be on the practitioner’s official letterhead and include their seal.(within 3 months)
  4. Certified copy of valid Passport
  5. Certified copy of valid Visa
  6. Certified copy of National Identity Card (not mandatory if the NIC number is mentioned in the passport)
  7. Three black and white passport size photographs
  8. Request letter by the applicant addressed to the Commissioner General of the Department of  Motor Traffic, Sri Lanka
  9. Payment : AUD 150

Postage :

Normal post within Australia – AUD 10.00
Outside Australia – AUD 40.00

If required, registered post/ Courier services should be arranged by the applicant.

2.  Duplicate of Driving Licence :

  1. Duly filled MTA 30/2 application (This application can be obtained from the Sri Lanka High Commission – Canberra and it should be filled ONLY in black ink) Please send your request for an application with confirmation of your postal address and telephone number to:  consular.canberra@mfa.gov.lk. – Special notes when filling out the application form
  2. Copy of complaint made to the police station of the applicant’s resident city or the DL that is deformed or blurred or Lost or stolen
  3. Medical Certificate: This can be accepted in the form of a letter from a medical practitioner in the respective country, stating that the applicant is mentally and physically fit to drive. The letter must be on the practitioner’s official letterhead and include their seal. (within 3 months)
  4. Certified copy of valid Passport
  5. Certified copy of valid Visa
  6. Certified copy of National Identity Card (not mandatory if the NIC number is mentioned in the passport)
  7. Note : It is mandatory to mention the DL number or NIC number to trace back details in the computer system.
  8. Three black and white passport size photographs.
  9. Request letter by the applicant addressed to the Commissioner General of the Department of  Motor Traffic, Sri Lanka
  10. Payment : AUD 150

3. Change of personal details on a Driving License :

  1. Duly filled MTA 30/2 application (This application can be obtained from the Sri Lanka High Commission – Canberra and it should be filled ONLY in black ink) Please send your request for an application with confirmation of your postal address and telephone number to:  consular.canberra@mfa.gov.lk. – Special notes when filling out the application form
  2. Current Driving License issued by Department of Motor Traffic with a photo copy
  3. Medical Certificate: This can be accepted in the form of a letter from a medical practitioner in the respective country, stating that the applicant is mentally and physically fit to drive. The letter must be on the practitioner’s official letterhead and include their seal.(within 3 months)
  4. Certified copy of valid Passport
  5. Certified copy of valid Visa
  6. Certified copy of National Identity Card (not mandatory if the NIC number is mentioned in the passport)
  7. Proof of evidence: Birth Certificate, Marriage Certificate, Divorce Certificate etc. for name change and Residence certificate for address change.
  8. Three black and white passport size photographs.
  9. Request letter by the applicant addressed to the Commissioner General of the Department of  Motor Traffic, Sri Lanka
  10. Payment : AUD 150

If required, registered post/ Courier services should be arranged by the applicant.

Your application maybe rejected in the event of the following:

  • Incomplete application/lack of all required supporting documents
  • Using photo-copied application forms
  • Application is filled using a pen other than a black colour pen (USE ONLY A BLACK COLOUR PEN)
  • If anything is written outside the border of the application form
  • If colour or incorrect size photograph is submitted (ONLY BLACK AND WHITE PHOTOS OF 35mmx45mm WILL BE ACCEPTED)

Special Note:

  • Do not write across or beyond the checked boxes in the application form.
  • Translations will not be accepted as originals
  • All photocopies must be on A4 size paper.
  • This High Commission will not take any responsibility for documents lost or delayed in the post. If required, courier services should be arranged by the applicant.
  • In case of an expired Driving License, an additional fee of AUD 15.00 will be added for each year from the date of expiry
  • Fees will not be refunded under any circumstances, after issuance of a receipt.
  • Personal and company cheques are not accepted.

A Letter of Authentication of Sri Lankan Driving Licence

A letter of authentication of Sri Lankan Driving Licence will be issued after verification of the licence from the Motor Commissioner, Department of Motor Commission, Sri Lanka.

Supporting Documents for Verification of Name in the Driver’s License

  1. A request letter addressed to the Commissioner General, Department of Motor Traffic, Sri Lanka, including your complete contact details an the complete address of the local authority where you need to submit this verification letter.
  2. Copies of both sides of your current Driver’s License.
  3. Certified copies of your Sri Lankan Passport (Bio Data page and Observation page).
  4. A copy of your valid Visa.
  5. A certified copy of your Dual Citizenship Certificate (if applicable).
